DHS Targets Africa with Killer Vaccines


Africa, DHS’ new testing ground for killer vaccines

Through time the strong have always preyed upon the weak. Even today that truth is still seen in every school, business, and in politics. The crime is not one of privilege or money, but of abuse of power.
Power comes from the ability to make something happen. Beating up a smaller child is where this all begins in life. And some people just never outgrow the sick and perverted sense of power they have over others.
Case in point: Department of Homeland Security.
Some History
In 2002 the Department of Homeland Security (DHS) Science and Technology (S&T) Department took command of the Plum Island Animal Disease Center located near Greenport, New York, the facility has been working on animal diseases since 1954. The US Department of Agriculture ran the facility until it was transferred to DHS S&T. DHS also established scientific programs to work in partnership with the USDA in developing new vaccines and diagnostic tests to respond and control outbreaks of foreign animal diseases.

However, time takes a toll on facility so a new facility was sought after. This time, in Manhattan, Kansas, in a facility known as the National Bio and Agro-Defense Facility (NBAF)
But everyone knows the devil lies within the details, such as:
  • Who controls the purse strings?
  • Who is your partner?
  • Why was the location selected?
For some unknown reason, the Federal Law Enforcement Training Center (FLETC) has been given the job of locating and awarding contracts. FLETC is famous for their bulk ammunition purchases in a time of great financial stress for the average American household. The following articles are an indication of what the FLETC mindset is all about.
The second detail to consider is, “Who is your partner”. As the adage goes, “The enemy of my enemy is my friend”. But what if two enemies join forces? In particular – Big Pharma.
And lastly, one of the major decisions (And I’m sure money was involved in the selection process) is the “also puts NBAF in proximity to a major hub of the veterinary pharmaceutical industry”. The close proximity allows for representatives to be the first one to test a possible new vaccine, and making a healthy profit at the expense of the American people.
The Mission
According the mission statement, the NBAF will be “a state-of-the-art biocontainment facility for the study of foreign animal, emerging and zoonotic (transmitted from animals to humans) diseases that threaten the U.S. animal agriculture and public health.”
Zoonotic diseases are the bane of the modern world and have been getting a firm grip on the lives of humans across the globe. Any attempts to mitigate such a threat is honorable. But there is a potential problem with that - Risk to human life.
You see, in 2009 the Baxter company “accidentally” did the impossible – mixed live Avian flu virus with the vaccine and then shipped the vaccine to 18 countries. Impossible because of procedures in place for the Level 3 protocols “should” have prevented such cross contamination. The Obama Administration quickly provided Baxter and other vaccine manufacturers immunity.
But have no fear, the ”NBAF will contain 580,000 gross square feet of facility space which includes BSL-2, 3, and 4 shared research space for the development of vaccines and other countermeasures. Approximately 10% of the space will be for BSL-4 (Ebola et al) research.”
So how do you test vaccines without causing alarms? You do so with the full support of the government.

How could this be legal? Simple, make it a law:
PUBLIC LAW 105—85—NOV. 18, 1997: USE OF HUMAN SUBJECTS FOR TESTING OF CHEMICAL OR BIOLOGICAL AGENTS
SEC. 1078. RESTRICTIONS ON THE USE OF HUMAN SUBJECTS FOR TESTING OF CHEMICAL OR BIOLOGICAL AGENTS.
(a) PROHIBITED ACTIVITIES.—The Secretary of Defense may not conduct (directly or by contract)
(1) any test or experiment involving the use of a chemical agent or biological agent on a civilian population; or
(2) any other testing of a chemical agent or biological agent on human subjects.
(b) EXCEPTIONS.—Subject to subsections (c), (d), and (e), the prohibition in subsection (a) does not apply to a test or experiment carried out for any of the following purposes:
(1) Any peaceful purpose that is related to a medical, therapeutic, pharmaceutical, agricultural, industrial, or research activity.
(2) Any purpose that is directly related to protection against toxic chemicals or biological weapons and agents.
(3) Any law enforcement purpose, including any purpose related to riot control.
And to put a finer point on the definition of “Biological Agents”
(e) BIOLOGICAL AGENT DEFINED.—In this section, the term
‘‘biological agent’’ means any micro-organism (including bacteria,
viruses, fungi, rickettsiac, or protozoa), pathogen, or infectious substance,
and any naturally occurring, bioengineered, or synthesized
component of any such micro-organism, pathogen, or infectious substance,
whatever its origin or method of production, that is capable
of causing—
(1) death, disease, or other biological malfunction in a
human, an animal, a plant, or another living organism;
(2) deterioration of food, water, equipment, supplies, or
materials of any kind; or
(3) deleterious alteration of the environment.
So we know that the DHS funds the research and that FLETC handles the paperwork for materials being purchased and shipped to hither and yon. But where does Africa come in?
From the FLETC website:
“The FLETC has oversight and program management responsibilities at the International Law Enforcement Academies (ILEA) in Gaborone, Botswana, and Bangkok, Thailand.”
Gaborone, Botswana is also the home of US Africa Command or AFRICOM, is one of nine Unified Combatant Commands of the U.S. Department of Defense (DoD).
Recently, Botswana has announced a major high quality copper mine in one of the biggest copper belts in the country, one that has been examined for the last few years. It is estimated that the mine will last for 15 years. The US needs copper to compete with China, which needs the metal for consumer products. Copper is also used in the manufacture of ammunition.

Globally, economic copper resources are being depleted with the equivalent production of three world-class copper mines being consumed annually.[Environmental analyst Lester Brown has suggested copper might run out within 25 years based on what he considered a reasonable extrapolation of 2% growth per year.

Production

Many large copper mines will be exhausted between 2010 and 2015.
It does not take a rocket scientist to see the possibilities of abuse are incredibly gigantic. Each of the people conducting the tests on human subjects in the links above consciously decided to infect another living person. And now DHS has the opportunity to ship off new vaccines to be tested on a populace without a voice in the US Courts, without adequate access to emergency health care, and Africa is so far off the average American’s RADAR that such abuses could take place quietly, all in the name of science and commerce.
